A person or group who authorizes a change. The change authority is assigned for each type of change and should ensure that change enablement is efficient and effective.

Bottlenecks in change authorization slow down the entire organization. If a trivial change requires a VP's signature, velocity plummets.
We advocate for pushing the Change Authority down to the lowest possible level. For standard code changes, the authority should be the peer reviewer and the automated test suite, not a Change Advisory Board (CAB). The CAB should only exist for high-risk, exceptional changes.
