Practices are capabilities. You don't "do" incident management (process); you "have" an Incident Management Practice (capability).
We believe in Communities of Practice. Practices shouldn't be siloed departments. The "Testing Practice" should be a guild of QA-minded engineers spread across all teams, sharing knowledge and standards, rather than a separate "QA Department."
